More than thirty-six years inside the federal government, most of it at the Centers for Medicare & Medicaid Services (CMS), including the Center for Program Integrity (CPI). My regulatory work is substantial and includes the hospital outpatient department prior authorization process, the ambulance regulations, and the prepayment and post-payment medical review regulations. I led CPI's efforts to obtain super intelligence (SI) to conduct medical record review and made improvements to the Medicare payment suspension process. Throughout my career, I also managed numerous contractors and wrote the policy governing their activities.
